Please see WP:USRD/A for details, but this article is definitely not C-Class. To be tagged as C-Class, the article needs a route description, a history and a junction list. The first two should be in prose, not lists. The junction list should comply with MOS:RJL. To be B-Class, the article's Big Three sections should be substantially complete and referenced. The lack of prose in the "Course of the Route" (which should be renamed to "Route description") means that section can't be counted towards the Big Three, so this is Stub-Class.
