Copyvio revert edit

I have removed the bulk of this article because of the apparent copyright violation. The web source indicates its work is subject to copyright (Bhutanese). While the editor that started this article may be the RSPN webmaster, there is no indication that person has actual authority to reproduce government text, let alone whether the editor is the original author. In any event, Wikipedia is not a mirror, among many other things. The website is likely a reliable source about certain aspects, but should not be appear verbatim in cobbled swaths.
