If you have no COI, then fill out your profile. Anyway, most of the article was written by someone who obviously does have major COI hence the clear need for a tag. It seems possible that Raines himself wrote the article. According to my knowledge, the content of this article is accurate. According to my best judgment, the lack of edits and/or talk-page discussion is indicative of a silent consensus for the absence of a COI. Note: I do not live in Massachusetts.
