It can't be that the Rome Convention was signed by the member states of WIPO in 1961, because WIPO wasn't established until 1967. Could it be that you mean the Bern Bureaux (BIRPI), as the predecessor to WIPO?
International Convention or Rome Convention?
editSome official documents refer to it as the Rome Convention for the Protection of Performers, Producers of Phonograms and Broadcasting Organisations and others refer to it as the International Convention for the Protection of Performers, Producers of Phonograms and Broadcasting Organisations. I'm unsure which is correct.
