While bulk of this is probably better discussed in depth in Gambling addiction, I'd support adding some background into this article.
Responsible gaming, IMO, is a measure to limit society backlash (due to addiction and other associated issues), rather than some sort of a charitable endeavour by commercial organisations seeking to reduce their profit for no reason. There's no reason for the background and goals of the r.g. to be omitted from the article.
