A Google search returned this Wikipedia article and a copied page, Clarkprosecutor.org, and wordpress titled Raymond Dale Rowsey | Execution of the day.
A search of Google books did not return anything other than court documents or Wikipedia entries.

  • 3rd murderer executed in U.S. in 2004
  • 888th murderer executed in U.S. since 1976
  • 1st murderer executed in North Carolina in 2004
  • 31st murderer executed in North Carolina since 1976
I could not find any evidence that would support the notability of this subject. A murderer shot Howard Rue Sikorski, and was executed. Being the first to be executed in a particular year and in a particular state would not have happened if the subject would not have committed the one murder covered by WP:BIO1E. While an article can exist because of silence or other stuff exists. Sometimes an admin will ignored all the rules, after admitting a subject fails more than one policy or guideline, and keep an article that became the "B-class" Joe the Plumber. This article has been around much longer, since 2004, with no cited references. There is only a "general reference", and with no other available sources, the event or the subject is not notable.
