@Maxwellwarner: my only comment would be avoid having headings that just have one sentence below them. Instead of:
===Membership===

*The department must respond at least four firefighters to structure fires. The chief may account for one of those required positions. 

===Training===

*The department must conduct at least two hours of training every two months for active firefighters. 

Try this:

;Membership
:The department must respond at least four firefighters to structure fires. The chief may account for one of those required positions. 
;Training
:The department must conduct at least two hours of training every two months for active firefighters. 

This second alternative will give you:

Membership
The department must respond at least four firefighters to structure fires. The chief may account for one of those required positions.
Training
The department must conduct at least two hours of training every two months for active firefighters.

One additional thing, I would work to get a bit more context in the intro. A good 4-6 sentence paragraph to open the page. I would also find some DOCUMENTED examples of notable departments with ISO ratings. Make sense? --Zackmann08 (talk) 01:01, 6 March 2015 (UTC)Reply
