Permission to link to RTHK video on Youtube edit

The External Link section links to Prosperous Suzhou on YouTube, an RTHK segment about the 2009 exhibition of Prosperous Suzhou in Hong Kong. Wikipedia's video linking policy says it is only appropriate to link to online videos if either it is (a) with the permission of the copyright holder or (b) it can be demonstrated that the content was posted by the copyright holder themselves. Because the Prosperous Suzhou video was not obviously posted by RTHK, I contacted RTHK's video licensing office. Here is my inquiry:

Hello, I am a volunteer editor at Wikipedia. Wikipedia has an article on "Prosperous Suzhou" (the 18th-century handscroll). You can find the article at "http://en.wikipedia.org/wiki/Prosperous_Suzhou" . The article currently links to an RTHK video segment about the 2009 exhibition "The Prosperous Cities" at the Hong Kong Museum of Art. The video is hosted at Youtube with the title "2009 "Prosperous Cities" Exh (091027_RTHK_The Works)" at "http://www.youtube.com/watch?v=VCsAVcTZ2xY". It's Wikipedia's policy to not link to copyright violations, such as television video that has been uploaded illegally. There are some indications that the uploader of that video to Youtube, "hkmuseums", is associated with "http://www.museums.gov.hk". I'm contacting RTHK licensing to see if you can tell me if that video was uploaded to Youtube with with the permission of RTHK. Does RTHK object to the presence of the RTHK video segment regarding the "The Prosperous Cities" exhibit on Youtube? If RTHK objects to video being on Youtube, Wikipedia will not link to the video.
