Disagree on the timing of a problem occurence

I don't agree with the above statement since a problem is already a problem irregardless of the awareness of any individual. Example: if a person does not aware about "Global Warming Problem", does not mean that "Global Warming" is not a problem and not affecting that particular person. It is already a problem for that particular person, he/she just does not aware that it is also his/her problem.
