Origin of commission edit

Is there to be any distinction made between commissions that are convened by the President of the United States directly (through executive order), and those which are legislated into existence and only later signed by the president? There are commissions on this list of both types, and I worry that without the distinction, this list simply becomes a collection of "every federal commission that, in its time, was known to the national media as being a big deal". In any case, I'm going to add mention of the Blue Ribbon Committee on America's Nuclear Future, which has congressional origins, but was endorsed by President Obama.
