The Chief Minister of Montserrat is the head of government of Montserrat, an island in the Caribbean which is currently an overseas territory of the United Kingdom. As a result, the head of state of Montserrat is not the Chief Minister, but Queen Elizabeth II, who is the head of state of the United Kingdom. (Queen Elizabeth II is represented by the Governor of Montserrat.) The current Chief Minister of Montserrat is Reuben Meade of the Movement for Change and Prosperity. The chief minister is appointed by the governor from among the members of the Legislative Council. His cabinet, the Executive Council, is appointed by the governor from among the elected members of the Legislative Council and consists also of the Executive Council of the governor, the attorney general, and the finance secretary. October 2010 ,the government of Montserrat passed a new constitution replacing Chief Minister to Premier.Montserrats First Premier is Reuben Meade
