The imbalance in the main article is because no one has had the time, knowledge or energy to improve the article. Most country articles feature details of the first issue, so this would be really a good start by merging and might even encourage others to expand it. Even as it is, there is just a link to Solot Series when, if it was justified to have a separate article, it should at least have a precis in the main country article. There are many stamp country articles where there are details of some issues but hardly anything else so creating an imbalance, so your reasoning is not really so good. How many definitive issues are there for Thailand? Would they make a decent separate article? What we really need is more knowledgeable editor who can bring some of the main country articles up to GA or FA standard such as Postage stamps of Ireland, which has a sub-article Definitive postage stamps of Ireland.
