1899 or 1902 first issue? edit

Various online sources mention the year 1899 as first issue of the 5c blue green depicting Diego Mendoza Pérez (Scott 1). There is no difference in issue year regarding the same stamp on bluish paper (shown in this article, Scott 1a): issued in 1902. These online sources do not mention sources. Meanwhile i found an article where this first issue was chronicled. The American Journal of Philately of June 1902 states on page 173: 'Colombian Republic - Boyaca. We have failed to chronicle a provisional issue for this state which appeared some months ago....the stamp first appeared on white paper, perforated, and it is now reported as printed on bluish paper both perforated and imperforate.' Using certificate of Opinion as reference edit

I used a certificate of Opinion by AIEP expert Bortfeldt as reference. It accompanies a well-known cover bearing the 5 c. green, imperforated variety. Tied on cover by purple "Boyaca Departmental" belt cancel on single rate cover to Sotaquira. According to the Dieter Bortfeldt AIEP certificate: ONLY RECORDED COVER OF THIS IMPERFORATED POSTAGE STAMP and one of only 8 covers known from Boyaca philately.
