"Public" facilities in the USA are run by the government. But the word "public" is often used to mean anything open to the general public, whether or not it's run by the government. Note that in the USA, "public schools" are government-run, while in the UK and India, "public schools" are privately run. To minimize confusion, I am changing "publicly maintained facility" to "government-run facility", to clarify that "publicly maintained" here refers to who runs it, not to who may access it. Can someone clarify the below sentence? I'm not sure what the article is getting at, but don't know enough about the topic to fix it
