Plano is a city of about 250-300,000, so it is somewhat likely this city's police department is wiki-notable. However, the article makes no assertion of notability beyond its mere existence. Rather than speedy-delete the article or send it to AFD, I am redirecting it to Plano, Texas. This will preserve the history - including some copyright-violation text, that can be used as the basis of an article that does show why this police dept. is notable. Please do not revert the redirect without also improving the article and showing why the dept. is notable, beyond the fact that it exists. Almost every city in the United States has a municipal police dept. As such, existence alone does not notability make.
