The sentence above is grammatically incorrect, and doesn't make sense to an English-speaker.

What the author means to write is that Bernhard Vogel was Minister President of two German federal states. In sum total, that makes him the longest-serving German Minister Presidents in history. https://en.wikipedia.org/wiki/List_of_longest-governing_German_Ministers-President
