2012 AFD, merge, redirect, then recreation, 2018 mess, 2021 redirect edit

After the article was sent to AFD and merged in 2012

it was recreated in this mess (by an IP and a non-admin).

I have now re-merged to PANDAS as contemporary sources cover both PANS and PANDAS together, eg
