Capitalising of common nouns edit

When something is being spelt out using its formal name it is correct to treat as a proper noun and capitalise in full, e.g. New South Government etc per MOS:NAMECAPS. But when being spoken about in a general sense it should be treated as a common noun and thus written in all lower case, i.e. the government, not the Government per MOS:INSTITUTIONS.
