Parole of an inmate for deportation

This line "The term is also used to denote scenarios in which the federal government orders the release of an alien inmate incarcerated in a state prison.." seems questionable. The federal govt ordering release from a state prison? Luciano's case was clearly a recommendation by the state parole board to the governor, who consented to the parole with the understanding that deportation would follow.
