Article keep edit

I'm new to wikipedia, but it seems to me that Panos London meets the notability criterion, as laid out in notability guidelines, so shouldn't be deleted. Perhaps the notability is not adequately laid out in the article as it currently stands but other aspects of notability include:

Panos London now closed, changes in the organization edit

The London chapter of the Panos Institutes network closed 2 years ago. The organization - with the remaining 6 chapters - is rebranding itself as the Panos Network. How can the name of an article be changed to reflect that?
