The spelling "Pangkham" is used only in above mentioned ccdc.gov.mm article. The commonly used one are "Pangsang" or "Panghsang". So "Pangsang" or "Panghsang" should be first or main title and "Pangkham" should be mentioned in the article as one of the different spelling for it. There has been a wiki page with "Panghsang" in a language, Dutch(???), for the same place. The "www.themimu.info" is the UN and EC funded/operated information website for myanmar and its maps and the spellings in those maps are the reference of all the agencies/UN/INGO working/operating in Myanmar. According to the maps of its website, "Pangsang" is the one used for that location, not "Pangkham".
