Why?

There was no wall other than the retaining wall alongside the hill to prevent the hill from sliding. The wall was built when the road was widened. The fence was built above the wall in order to prevent people from falling off the ledge and or into the road. The fence was never removed. Most of it is still in place today, or has been replaced by new fence. There were no impediments to moving back and forth between Panama and the Canal Zone other than traffic that might prevent one from crossing the street. NPOV tag in controversy section

The section appears to have been written by a biased editor who utilized what appears to be original research by "looking at footage", which does not meet editorial standards. phrases like "despite some articles claiming the existence of such structures" raise a red flag about reliability and neutrality. Evidence For The Fence

Searching for "fence" in the debates does show that a fence did exist but provides important caveats, namely that the fence was not complete and seems to have largely been a neighborhood fence somewhat like the ones in gated communities and, more importantly, was not a single, mobility restricting barrier, as some have suggested, but rather a variety of barriers that served different purposes.
