I think that this term is extremely marginal, mostly used to justify the "non-svedophobicness" of the term pakkosuomi by fennophiles. I can't during my entire life recall that I have ever heard this term in any serious context (except when comparing to other obligatory school subjects: pakkomatematiikka, pakko this and pakko that).
