Move to Pac-Man clones edit

Fair use rationale for Image:Pac-Girl.png edit

 

Image:Pac-Girl.png is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. French programmer? edit

The article says "a French programmer", yet Googling for Al J. Jimenez returns a Cuban-American guy[1] who looks very likely to be the one guilty of Pac-Gal. He was affiliated with IBM at the time, and there were pretty few PC programmers at the day.
