Which department of emergency medicine? edit

The History section currently starts with the sentence "The Ottawa ankle rules were developed by a team at the department of emergency medicine in Ottawa, Canada." Distinction between foot and ankle rules edit

The section "Ottawa ankle rules" includes in the second paragraph some "foot rules", without making clear (enough) if these are distinct from the ankle rules, and when what applies.
