Counfusing language edit

The following sentence is really confusing:

There are other clerics who are also ordinaries (Latin Church) or hierarchs (Eastern Churches), but are not local ordinaries (Latin Church) or local hierarchs (Eastern Churches):

According to the article "An Orthodox bishop's authority comes from his election and consecration",

Who elects him? The priests of the Bishopric ? The synod of bishops? or?
