Illustration image. NC image on flickr edit

Obviously the article could do with some kind of illustration image. Obviously the most illustrative thing would be an OS MasterMap map image. It only need to be a small area of map showing some details of the map data (and showing how detailed it is). But... Obviously OS MasterMap is copyrighted to the hilt.

I think wikipedia normally could do something illustrative under "fair use" rationale. But perhaps better than that, I've come across this small sample image on the O.S. flickr account which they've labelled there as CC-BY-NC. My understanding is that such images count as "non-free" and would not be put on commons, but could (in accordance with Wikipedia:Non-free content) be uploaded on wikipedia. Does that sound right?
