Technically, if this island is not covered by the special agreement appertaining to Svalbard, then it is not Norwegian territory. However, if the discoverer is, as media reports say, a UK citizen, then he owes allegiance under present UK laws to the Crown, and therefore it can be classed, under this jurisdiction as UK territory.
