More formal? edit

The article says that "number sentences are used to introduce students to notions of structure and algebra prior to a more formal treatment of these concepts". Do I understand correctly that

"3+ ⬜ = 10"

is considered a number sentence, but

"3+x=10"

is not? And is the former considered less formal than the latter?
