The DLA was originally written by motor vehicle folks as a streamlined replacement of the DLC and NRVC. It was updated after the 9-11 attacks to include more stringent guidelines on the identification of the driver or applicant for a license. To assign any other motives for writing the DLA or to claim that the DLA is more than the DLC and NRVC regarding traffic law enforcement is incorrect.
