About the independence of the Herald

In cleaning up this article, I came across the following sentences:

Consideration was given in 1975 to establishing an independent heraldic authority in New Zealand. In particular there were proposals for a New Zealand King of Arms, to be under the Earl Marshal and Garter Principal King of Arms, and within the College of Arms (Phillip O'Shea, Cabinet Office Adviser on Honours). It was decided however to continue to use the College of Arms (PP O'Shea, "The Office of the New Zealand Herald of Arms" (1982) 20 New Zealand Armorist 7).

AFAICT, this says that there was proposal of separating the New Zealand Herald from the office of the College of Arms, but they decided to keep the system they had at this point. The problem arise where the date of creation of the office of New Zealand Herald Extraordinary is never given in the article, making it sounds like the office was created at that moment. No, that doesn't confuse me — certainly the first (and so far only) NZHE was appointed in 1978. I suspect that what the author was trying to say was that in 1975 there was talk about making specific heraldic provision for New Zealand (instead of just having New Zealanders apply through the college as overseas applicants in the usual way); and one proposal was to have an independent New Zealand Herald (or even a NZ King-of-Arms), while another was the current situation (a NZ Herald affiliated with and delegated to by the College of Arms). There is, to the contrary, a rationale spelled out at Image:New Zealand Herald.jpg. If it's a bad rationale, we obviously need a human being to explain to us why it's bad; but the claim made here is patently false. I have written on the bot's talk page requesting an explanation.
