Serious copy edit needed edit

This article mostly reads as an academic paper with a sprinkling of OR. Some areas are also hard to understand from an English language point of view. My knowledge of the subject is non-existent and the task so vast that I don’t think I can usefully contribute but if anyone could, it’s desperately needed. Sadly, as the page stands I’m not sure it has any value on Wikipedia despite the hard work that some editors have clearly put into it. People who want to transform it into an encyclopaedia entry might try going to WP:Villagepump or WP:helpdesk and asking for some help from experienced editors. Good luck!
