Yes, but it is still quite promotional, quoting its own virtues. And it needs much work to use normal English instead of being in the acronymic language of its members. Copy/Paste of Existing Document edit

The bulk of this article (Sections 1-6) has been duplicated—word-for-word—from pages 1-11 of http://www.nitrd.gov/PUBS/2013supplement/FY13NITRDSupplement.pdf (The Networking and Information Technology Research and Development Program - Supplement to the President’s Budget FY 2013).
