In fact, Stupar disallowed the goal on orders from Kuwaiti National Olympic Committee chairman who had entered the pitch in protest. And it was the reason FIFA banned him from whistling in future FIFA turnaments. A referee should not be affected by protest from a national Olympic Committee chairman.
