Arab world system of money transfer

Isn't there a system of money transfering used in the Arab world that circumvents the banking system? I wonder if the name maybe starts with a "w". It works the way that someone, say in Saudi Arabia, receives the money, and the receipient can withdraw the money from another person, say in London.
