This article is too conducive to understand, please dumb it down a little so NORMAL people would get what it means.

Can full and detailed minutes, taken and submitted by the minute taker, be paraphrased by the chairman/secretary before the committee see them and this paraphrase be the only "minutes" the committee are permitted to see? Does a Chairman/Secretary have the authority to do this?
