A Minister styled as Minister of State is a legally a full member of cabinet. The only difference is that their ministry is created by proclamation or commission according to the Ministries and Ministers of State Act rather than by particular statute (e.g. Department of Justice Act). The Parliament has not created a new Department of Science by statute or proclamation under the Ministries and Ministers of State Act, however the Governor-in-Council can proclaim the Ministers with whatever name is desired by the Prime Minister and Cabinet. Therefore it appear to be inaccurate to describe the current Minister's position as elevated rather than just renamed until Parliament has passed a resolution or statute saying otherwise. — Preceding unsigned comment added by 216.36.189.156 (talk) 03:20, 5 November 2015 (UTC)Reply
