Just for clarification, the original AFD did pertain to this same person — however, it was a campaign brochure created at a time when Brown was still only an unelected candidate for a city council seat. That's not a claim of notability that passes WP:NPOL, and the article wasn't reliably sourced or neutral in tone. Now that he's been elected to the mayoralty, however, his claim of notability is substantively different — although obviously content expansion and additional sourcing are still warranted, he unequivocally passes NPOL now in a way that he didn't in 2009.
