It will come down to what reliable sources say, rather than an 'objective' definition. http://justsolutions.eu/Marginals/startmarginals.html may or may not be a reliable source; at least it gives one sort of definition based on the history of changing hands. Another source is http://www.bbc.co.uk/news/uk-politics-25726270#interactive . The margin chosen depends on one's point of view. I suspect incumbents might have a different view expressed in public to in private as to whether their seat was marginal.
