Possible origin?

In Johnny Mortimer's novel,"Paradise Postponed" (adapted as a tv series in the 1980s), appears a scene of an early anti-nuclear demonstration in which demonstrators chanted, "Copulate, not devastate!" Might "Make love, not war" have been developed as a euphemism from that phrase? The novel was set going through the 1950s and 1960s.
