IMHO. Depends on the context. Madrigal was the original name of Madrigal de las Altas Torres. However, the "de" suffixes were subsequently added for discrimination once more towns named Madrigal appeared. Still and all, it is common to leave the "de" out if either the province or the community are somehow implied; for instance when giving directions relative to a given's province Capital.
