Terms of definition of LEC areas

I read eg Inverness, Nairn, Badenoch and Strathspey Enterprise (INBSE) and I wonder what senses of Inverness, Nairn and Badenoch and Strathspey are intended. The areas of the local government districts abolished in 1996? Also, I believe the boundaries of LEC areas were redrawn quite recently (post 1996), and I wonder how long INBSE has existed, and what earlier LEC or LECs might have covered the same area. INBSE covers precisely the same area as the three committee areas of Highland Council, namely:

• Inverness (committee area)
• Nairn (committee area)
• Badenoch and Strathspey

... which in turn, are identical to the 1975-1996 District Council areas of those names:

• Inverness (district) (should be a Redirect to the committee area article, when created)
• Nairn (district) (should be a Redirect to the committee area article, when created)
• Badenoch and Strathspey

Since when has INBSE existed? And is its area actually defined in terms of committee areas - which will be abolished or radically altered in 2007? Is there relevant legislation? (Legislation allows for committee areas, but does not define them. Definition is by the local government council. Cant imagine definition of LEC areas is also by the local council, or that LEC areas are defined in terms of committee areas.) Laurel Bush 13:02, 25 July 2006 (UTC).
