"The criteria of this list includes ..."

The criteria of this list includes those who were born in the state of Uttar Pradesh and that part of the former United Provinces that now is part of the modern state of Uttar Pradesh.

"Criteria" is plural: criteria include. But I still don't understand it. Perhaps

Listed below are people who were born in, or somewhere that is now in, the state of Uttar Pradesh.

I'm pretty sure that this is clear and at least tolerably idiomatic, but I'm not at all sure that it's what's intended. -- Hoary (talk) 10:13, 29 September 2018 (UTC)
