Mexico City is not a municipality. The alcaldías of Mexico City, not the federal entity Mexico City, should be included in the table.
Although in political and administrative terms municipios and alcaldías are not equivalent, for statistical purposes both entities are equivalents. For this reason INEGI does not includes Mexico City itself in its rank of most populous municipios; it includes the 16 alcaldías that belong to the federal entity named Ciudad de México. Here is the evidence: http://cuentame.inegi.org.mx/poblacion/habitantes.aspx?tema=P
Following this, Iztapalapa (a Mexico City alcaldía) would be the second most populous municipality, and so on). So, the table must be rectified in this article and in others where it appears (I found this: Municipalities_of_Mexico)
