How is depth measured?

There is some ambiguity about what this list includes. Is this only for active mines, or non-operational mines too? What if they have filled with water, collapsed, or otherwise sealed? A paragraph to specify inclusion criteria is needed. The criteria should also specify a minimum depth for this list, otherwise it's open-ended.
