Against: They are two separate lists, although the list of Washington state airports could possibly use a better title.

List of airports in Washington is exactly that, a list of all airports in the state of Washington.
List of Washington state airports, however, is a list of public airports, usually in very remote locations, owned and operated by the Washington State Department of Transportation.
I renamed the List of Washington state airports to List of Washington state-owned airports to clarify the difference.
