This article has been tagged for need for cleanup, lack of citations, and questionable notability since September 2010, and it still seems to have significant issues in all of those three categories. I don't know enough about the topic of the article to comment on its notability myself - while it does not seem notable to me, I may just not know enough about the context. Could someone comment on why this article is notable per Wikipedia guidelines on notability? The article also has no references: is there someone with more knowledge who could add inline citations to this article (see Wikipedia:Citing_sources for help)? Additionally, this article may need significant cleanup to follow other Wikipedia guidelines: for example, the introduction doesn't adequately summarize the article. Hopefully someone with more knowledge than me can comment on this and make improvements: otherwise, with what seems like very questionable notability and no citations, this article could become a candidate for deletion.
