Hi there, I'm the creator of this article, which was declined on my first submission due to lack of significant coverage with regards to the notability guidelines. I have subsequently updated the article with new references, including Owens' inclusion in a list of the "Most Influential People Shaping Policy" for economics in Washington, DC.
