Also Kidzbopkaren973, charting isn't the only means of being notable... a song or album can certainly be notable ahead of release if there are enough reliable sources talking about it and discussing it in detail. In the case of Lady Gaga, she's still a big star and there's lots of interest in new music from her, so music magazines have been talking about her new record already, even though it's been delayed for a couple of months. The key point is that there is enough material to be able to write a substantial article... there are lengthy articles on songs that have reached Good Article status on Wikipedia, and they have never been singles so they have never charted anywhere... but they are famous enough and have been written about a lot in the music press, so there is a lot of material about them.
