How are they misleading? Is Leeli, Estonia in Viljandi County? Is Leeli, Estonia in Mulgi Parish? If Leeli is in those, I do not understand how they are misleading. They are not necessary redirects, but they are not misleading and they are not implausible. There is no reason to delete them as they cause no harm and if someone uses them they won't get the wrong article. ~ GB fan 12:47, 26 March 2020 (UTC)Reply
@GB fan: yeah, my approach is very systematical :) If you are linking in Wikipedia and get suggested link "Leeli, Viljandi County", then it references that there should be other village of Leeli in Estonia as well. The link "Leeli, Mulgi Parish" references that there should be other village of Leeli in Viljandi County as well (eg "Leeli, Viljandi Parish"). I accept that you think that those redirects imply there are other localities named Leeeli. To me all they imply is that Leeli is in Mulgi Parish and Viljandi County.
